Abstract
The Florida Water Resources Act of 1972 is an example of an administrative system being used in the east. Study of the Florida system provides insight into the direction regulation is taking in eastern states. This paper concentrates on the relationship between the water management authority and private water users. The first section deals with the basis for allocation of specific quantities of water to private users under Florida's administrative system. The second section addresses alternative approaches to allocating private water entitlements; the alternatives are based on various aspects of water law and are evaluated from an economic perspective. The third section introduces a study presently under way which has as its objective the quantitative evaluation of the alternative allocation approaches; the evaluation also is from an economics perspective.
